The Congress was the first representative forum in Ukraine. He was convened by the Ukrainian Central Council, which became the governing body of the Ukrainian national movement and transformed the forum from a local Kievan organization into a nationwide group. It was deemed necessary to grant Ukraine autonomous rights (the right of final decision on the status of Ukraine and possible federation with Russia was left to the Legislative Assembly), and the establishment of a basis for its autonomy in Ukraine should begin immediately.

About 1000 delegates representing different Ukrainian political, professional and cultural groups, including soldiers, participated in the congress. The congress was held in the commercial building (today the National Philharmonic Hall). The Central Council was sanctioned by the National Assembly.
