From the graduation of the folk school to 1919 he worked in the mining industry. In the meantime, in 1898 he joined the Polish Socialist Party. Soon he became one of her Upper Silesian leaders, participating in subsequent (4th and 5th) PPS congresses held in Berlin. He was the originator and co-author of the idea of ​​establishing Polish trade unions in 1920-1925 to sit in the head office of the Polish Professional Union. During the plebiscite campaign he organized the commemorations of the Polish commissioner Wojciech Korfanty. During the III Silesian Uprising, he sat in his political supervision, directly under the dictator Korfantem, ie the Executive Committee composed of Józef Rymer, Józef Biniszkiewicz, Franciszek Roguszczak, Michał Grajek, Adam Wojciechowski and Józef Grzegorzek. When Wojciech Korfanty in Warsaw complained to the Polish government that "the tendency to declare the sovereign state of Silesia" appeared in the Executive Committee, he was referring to the attitude of Clement Boris. Immediately after the splitting of Upper Silesia, Klemens Borys was a member of the Temporary Silesian Provincial Council. In 1922 he was elected a Member of the Silesian Parliament from the PPS.
