The speech had social and political reasons. The soldiers who lacked food, medicine, had very bad living conditions. Political uncertainty was the indecisive national and military policy pursued by the Ukrainian Central Council.
There were nearly 10,000 armed soldiers and most of the inhabitants of Kiev. However, thanks to the relaxed and coordinated action of the Central Council and the command of the Kiev Military District, the uprising was suppressed and its members sent to the front of the First World War.
It is believed that Mykola Michnowsky was the ideologist and the main inspirator of this speech, although there is no document that would indicate his participation in this speech. Bibliography
