European Operational Target, also known as European Target, Helsinki Operational Target, (European) Helsinki Headline Goal, European Headline Goal. The plan was set up at the summit of the Helsinki European Council of 1999 to set up a 60,000 EU rapid reaction force by 2003. These forces were to be self-sufficient, that is, they would be assembled from all types of troops (land troops, aviation, navy) logistic facilities. The formal assumptions of the plan were met on November 22, 2004. This resulted in the establishment of a New European Operational Target 2010.
