She was discovered on February 8, 1986 in Karasuyama by Shigeru Inoda and Takeshi Urata. The name of the asteroid comes from Tougo Yoshida (1864-1918), a Japanese historian who created the dictionary of historical geographical names of Japan. The name was suggested by K. Hatayama. Before naming the planet, she was given a temporary designation (3950) 1986 CH.
