In the Cartagena policy of the 3rd century, p.n.e. Two directions of further development have emerged:
Most of the followers found the first variant, because the basis of the economic existence of Carthage was trade and mediation. Cartagena deals mainly with agricultural products, handicrafts, metals (including noble ones) and slaves, which were based on very high levels of agriculture. Cartagena's military and commercial penetration of the Mediterranean made it a major part of the commerce of this region. However, the Greek city of Sicily was a major obstacle to achieving total commercial dominance. Sicily has long been considered a granary of the Mediterranean. Thanks to its location at the intersection of sea routes, it had a strong economic, strategic and political importance. The Carthaginian possessions were located in the western part of Sicily: Lilybaeum, Drepanum and Panormus, but their significance in comparison with Syracuse or Messina was insignificant. Mastering or dependence of these cities was one of the main objectives of the Cartagena expansion. Sicily was at the same time a very important role in the Roman plans. The island was to serve as a food supplier to the City, as well as being a buffer against the aggression of Cartagena.
The military steps taken by Rome and the immediate response from Carthage led to the Punic war.
