He was the son of Emil (1893-1948) and Amalia of the Eichhorst; The father was a long-term author of the Evangelical-Augsburg burial ground in Warsaw. Eugeniusz Szulc graduated from Warsaw High School. Nicholas Rey, and during the occupation he studied biology in secret. During this period he also started documenting works related to the father-managed cemetery, in 1941 issued a small guide. Together with his parents, he hid a Jewish four-member family that had escaped from the ghetto, who had managed to survive the occupation; Emil, Amalia and Eugene Szulce were awarded the "Righteous Among the World" Medal after the war. Szulc, like his father, participated in the Warsaw Uprising and the end of the war spent as a prisoner of the camp in Germany.

After returning home he worked as a biologist. At the same time he continued his historical interest, conducting archival inquiries and documenting the history of evangelicalism in Poland, especially in Warsaw. He was the author of a number of extensive articles, mostly in the Evangelical press, devoted to the participation of Polish Protestants in the cultural, economic and scientific life of Warsaw. He also published three books - Evangelical-Augsburg Cemetery in Warsaw (1989), Evangelical-Reformed Cemetery in Warsaw (1989, with his wife Jadwiga Antonina from Skwarcz), Evangelical Cemeteries in Warsaw (1989). These works were biographical dictionaries of people buried in both evangelical cemeteries in Warsaw (and their family members). Bibliography
