National Board of Appeal - an institution established by the Act of 13 April 2007 amending the Public Procurement Law, in order to recognize appeals lodged in the course of public procurement proceedings (before arbitration panels were examined before 2007). Proceedings before the Chamber are of the nature of proceedings before an arbitration court, and the Chamber's decision is subject to a complaint to the district court competent according to the seat of the contracting authority.

The Chamber consists of no more than 100 members appointed and dismissed by the Minister competent for economic affairs from among the persons meeting the statutory requirements which have obtained the best results in the qualification procedure. At the head of the Chamber are the President and Vice-President appointed for a three-year term by the minister responsible for the economy at the request of the President of the Public Procurement Office from among the registered members of the Chamber.
