Cecil Barclay

Cecil Barclay is an officer of the MI6 Secret Intelligence Service.

At the end of World War II, Barclay was dispatched from the British intelligence service to Moscow to supply the head of Soviet military intelligence GRU Fyodor Kuznetsov in the selected materials of Ultran. British and American intelligence have decided not to inform the Soviet allies of the Ultra source, but they knew a lot about it, mainly through information from Bletchley Park's John Cairncross, a British agent from the Cambridge spy network.

Barclay later recalled that GRU's boss had let him know that he knew more about Ultra than himself.
