TEMIDA (plan)


THEMIS scheme (legal developmant scheme) - Temida - Development Plan for Law, initiated by the Council of Europe in November 1991. The name was given to Temidy, who was the goddess and the embodiment of Justice or the eternal Law in Greek mythology.

The plan was intended to help Central and Eastern European countries, applying for accession, to strengthen the primacy of the law. Special attention was paid to the observance of human rights. Under Temidy, state reforms were organized from seminars, research workshops and training sessions for representatives of various professions from the European Union budget. An important element was the organization of study visits and placement in the Member States.

The plan was developed individually for each country. The preparation and subsequent implementation of the programs involved were taken into account in bilateral agreements, taking into account the specific conditions for the country concerned, with the degree of development of institutional and legislative reforms.

The Temida Plan has contributed to adapting candidate countries' law to EU law in line with the third pillar - Justice and Home Affairs. Bibliography
