Council on Foreign Relations (CFR) is an American independent non-profit political organization founded in New York in 1921. It deals with broadly understood issues related to international politics and the place and role of the United States in the international arena.

The organization has its own think tank known as The David Rockefeller Studies Program.

One of the founders and first chairman of the organization was Paul Warburg, the head of the US branch of I. G. Farben.

Council on Foreign Relations is the publisher of the bimonthly "Foreign Affairs".
