She was discovered on September 27, 1978 in the Crimean Astrophysical Observatory in the Crimean Peninsula on Ludmila Czerne. The name of the asteroid originates from Nikolai Alekseyevich Piliugin (1908-1982), the chief designer of the autonomous control systems and computers for space rockets used in the Sputnik, Luna and Wostok programs. Prior to naming, the asteroid was given a temporary designation (18293) 1978 SQ4.
