Negotiations with publication - the mode of award of a public contract, where, following a public contract notice, the contracting entity invites contractors to participate in the procedure for submitting non-negotiable tenders, negotiates with them and then invites them to submit tenders.

This mode is applicable to the cases mentioned in art. Article 55 of the Public Procurement Law Act (in particular where the specific characteristics of the services ordered can not be determined in advance, or if the value of the contract is less than the amounts specified in the provisions issued under Article 11 (8) of that law), and in respect of the services described in art. 5 of this law.
