The Albanian Gendarmerie was created by the Germans in 1941 in Kosovo. Initially it was a separate formation from the gendarmerie that existed in Albania. Its headquarters were in Kosovska Mitrovica. She recruited from among Albanian Muslims living in Kosovo, who were part of the local militia unit called Vulnetari (Ochotnica). At the beginning, the formation numbered over 1 thousand. people. She was mainly involved in fighting Serb civilians in Kosovo, committing many crimes. Following the proclamation of a cease-fire by Italy and the seizure of Albania by German troops in September 1943, the units of the Albanian gendarmerie, on the orders of Xhafer Deva, the Interior Minister of Great Albania, were transferred to Tirana in December. There they were linked to the local Albanian gendarmerie, creating a uniform armed formation of about 2,400 men. Albanian General Prenk Pervizi was formally headed by him. The reorganization took place under the supervision of the SS and SS-Gruppenführer Josef Fitzhum. The Gendarmerie continued to carry out pogroms among the Serbs and assisted the Germans in fighting the guerrillas. In 1944 most of the gendarmes were supplied by the newly formed 21st SS Skanderbeg Mountain Division.
